  1. In a pot over medium heat, heat small amount of oil; add grounded beef and stir fry for 2-3mins

  4. Add capsicum and cover the pot for a minute
  5. Add corn flour if it is runny
  6. Remove from heat and allow it to cool completely

  8. In a large mixing bowl, sift flour and add all other dry ingredients; mix well
  9. Add butter and mix
  10. Add water little by little, knead the dough till you make a thick elastic dough
  11. Knead again and cover the bowl with plastic wrap; leave it for 15-20mins
  12. Divide dough into medium portion balls.
  13. Dust flour and roll the ball into circle
  14. Use a round cookie cutter/stainless steel cup/sharp - corner round glass and cut into disc
  15. Place the dough on a meatpie cutter; add fillings and press
  16. Transfer to a tray and repeat process with the remaining dough
  17. Heat oil in a deep pan, fry the meatpie on a medium flame till done
  18. Drain and transfer to a paper lined tray to cool completely
